Subdivision Treasurer
The Treasurer plays a vital role in maintaining the financial health and sustainability of our community. As the steward of the finances, the Treasurer oversees budgeting, manages the collection of HOA dues, monitors expenses, and ensures the financial reserves are strong to support both regular maintenance and unexpected repairs. By carefully tracking all income and expenditures, the Treasurer provides transparency, allowing residents to see how their contributions are used to benefit and enhance the neighborhood. Additionally, the Treasurer collaborates with the other Board Members to plan for the future, making sure Nowland Estates remains financially secure and well-maintained. This page will keep you updated on financial reports, annual budgets, and any significant expenses or projects. Our goal is to ensure that every resident can trust in the HOA’s financial management, knowing we’re building a safe, attractive, and vibrant community for years to come.

Annual Assessment
Annual Assessment is $390 for 2024
Due on the last day of February

DO NOT “hand deliver” or place in a board member’s mailbox.
A $25 late fee will be applied to assessments received after the due date.
7% annual interest will be applied to all Assessments that are over 30 days late
Lien proceedings will commence after the Assessment is 30 days late.
All legal fees incurred by the Board in recovering late assessments will be charged to the Homeowner.
Voting rights of any Member shall be suspended as long as their assessments are delinquent.
Why We Pay Annual Assessments:
When you purchased your home you, in effect, agreed to pay an annual assessment to NESHOA to cover operational costs.
Per the Declaration of Covenants and Restrictions, Article 4, Section 3:
The assessments levied by NESHOA shall be used exclusively to promote the health, safety, and welfare of the residents of the Subdivision, and, in particular, for:
- The maintenance of the Common Areas
- Enforcing the provisions of the Declaration of Covenants and Restrictions
- Providing other community services desired by the Members
- The protection of the Owners
What The Annual Assessments Pay For
In Nowland Estates, the Owner’s lot and home is maintained by the Owner.
The Association’s responsibility is in the Commons Areas and includes:
- Storm Drain Facilities Maintenance: Pump station equipment, storm drain cleaning, maintaining grades
- Landscaping Maintenance: Mowing, fertilizing, cleaning, managing plantings, irrigation, maintaining grades
- Mechanical/Electrical Systems: Maintenance of irrigation systems, entrance monuments and lights
- Utilities: Electricity for monument lights and Pump Stations and water for irrigation of various Common Areas.
- Snow removal from the streets.
- Payment of liability insurance, taxes, and contractors.
- Each and every other act necessary to protect and preserve the Common Areas for their intended purpose, including but not limited to, the proper functioning of the Storm Drainage Facilities.
